What is it?

It is not simply frozen fresh soba: the defining process is freezing followed by drying. Buckwheat ratio, binder, bundle size and rehydration vary by maker.
History and local context
Nagano's official tourism site describes an overnight freeze and about a month of drying, with production known by the late Edo period and sale as a Kashiwabara specialty in the Meiji era.
It is also called shimi soba, but should not be collapsed into every cold-aged soba or modern frozen noodle.
